Resolved, A fair and transparent process for delegate selection to the county, district and state conventions is important to Republican party unity. In presidential years, those counties in caucus states with an open and proportional systems of establishing the nominating committee, delegates and alternates, to the conventions have avoided or limited feelings of unfairness. Because Party involvement often begins in presidential years such a system in place helps insure loyalty and participation in subsequent year caucuses and conventions. Membership in the nominating committee tasked to determine delegates to conventions in subsequent years should be nominated to that roll from the floor in an open manner at the most timely central committee meeting, a special meeting being called if necessary. Rules to insure proportionality and fair play as regards delegates in presidential years and subsequent years shall be established.
Resolved, Any candidate who publicly misrepresents the record or position of the Republican Party, directly or by inference, shall be publicly corrected or, if purposeful, reprimanded by the County Chair.
