“If elected, what I will do is I’ll put together a national commission of bipartisan commission of scholars, constitutional scholars, Democrats, Republicans, liberal, conservative,”

What it means:  In short “personnel is policy”

Not so secret message to his supporters:

“I was hammered for a couple of weeks for refusing to rule out support for packing the court, so I will appoint  “scholars” well vetted by my  controllers, in spite of any tokens,  sufficient to pack the court system.”

On energy:

To his radical base: “I will end fracking”

To voters in PA: “I won’t rally end fracking”

Having to reassure his base: “I will faze out oil and gas”

To Taxas, Pennsylvania and Ohio and beyond: I will so regulate oil and gas that it will essentially end fracking, the oil and gas industry, cheap energy — the driving force of human advancement.
