A bipartisan pair of senators introduced legislation on Friday that would require President Trump to appoint a global health coordinator and create an inter-agency council charged with preparing for pandemics.
The bill, from Sens. Chris Murphy (D-Conn.) and Mitt Romney (R-Utah), comes after the White House garnered criticism in the midst of the coronavirus for a 2018 decision to disband the National Security Council’s global health unit, a decision former national security adviser John Bolton characterized as a “streamlining.”
“We clearly weren’t prepared in this case, and we cannot waste time in establishing new organizations in the federal government that can identify and prepare for health threats before they become domestic crises,” Murphy said in a statement.
Romney added that the U.S. response to the coronavirus had “exposed some glaring gaps in our nation’s capacity to respond to a pandemic.”
“By establishing a health security council and dedicating a new NSC position to developing global health strategies and coordinating responses, our bill will better prepare us to confront the spread of another infectious disease,” he said.
“The failed Republican presidential candidate who didn’t have the guts to battle with Trump during the 2016 primaries has been a thorn in the president’s side ever since he moved to Utah and filled retired Orrin Hatch’s Senate seat.

A majority of Democrats want to nominate New York Gov. Andrew Cuomo for president instead of Joe Biden, according to poll results shared exclusively with The Post.
The national poll found 56 percent of Democrats prefer Cuomo, with 44 percent wanting to stick with presumptive nominee Biden — a 12-point margin well outside the 4.8 percent margin of error for the Democratic sample.
Hispanic voters, young people, women and self-identified liberals are most likely to favor dumping the former vice president for Cuomo.
The poll, conducted April 3-6, was commissioned by the conservative pro-market Club for Growth, which generally supports Republican candidates.
Cuomo denied last month that he wanted to run for president, but some Democrats still are clamoring for an alternative to Biden, who faded from public view during the coronavirus outbreak, which elevated Cuomo in daily press conferences.
Club for Growth vice president of communications Joe Kildea told The Post that the results highlight Biden’s weakness as a candidate.
“With every major news event, Democrats realize more and more how bad of a candidate Joe Biden is, and Democrats now preferring Cuomo is just another example,” Kildea said.

“I was kind of ‘problem’ teenager, Clyburn reveals. And one summer, my Momma sent me to live with my Auntie in Wilmington, DE.
“While there I got mixed up with a pretty rough crowd. For some reason, by mid-summer, I had become sort of the ‘gang’s’ “leader”.
“One day we were hanging out at the city’s black neighborhood swimming pool. And, as we did at that time, we were horsing around, and generally causing trouble with the pool’s other patrons and the staff.
“But there was one kid, a white kid, not much younger than us but quite a bit smaller in size than me and most of the guys in our gang. He was a lifeguard at the pool. And he came over to where we were acting up and he told us to ‘cut it out’
“Well, as I said, we were a pretty tough group then, and when this kid told us to ‘cut it out’ or he’d ‘throw us out’, it didn’t go over too well.
“So we left the pool but decided we’d teach that white boy a lesson. So we waited for him outside. When he came out after the pool closed, me and some of my ‘homies’ were there. I didn’t intend to hurt him but we wanted to scare him so bad he’d never “diss” us again. So I had a straight razor that I took out with the idea that he’d be so frightened he’d run off and never come back to the neighborhood again.
“Well, this kid didn’t scare. Instead, from behind his back he drew out a six foot length of chain and dared us to take him on.
“We were all shocked at the guts this kid had, and we immediately turned around and walked away.
“But that’s not the end of the story. The courage and fearlessness that white boy showed that day changed all of us in that gang. It may sound corny but that boy on that day set us all on the straight and narrow.
“Eventually, one of those gang members became a distinguished medical doctor, two more became college professors; there was one who would one day serve in the United States congress.
That was, me, James “CornPop” Clyburn, Democrat Congressman from Sumter, S.C., the ‘leader’ of the gang that a soft-spoken, young life guard, named Joe Biden, faced down that day in 1962!

On Wednesday, Democratic Socialist and petulant scold Bernie Sanders announced that he was suspending his presidential campaign owing to the fact that, within the last few weeks, his entire agenda for America had been successfully realized.
“The government is emptying the prisons, spending trillions in make-believe money, and locking up churches while making sure Planned Parenthood stays open,” explained Sanders. “I keep pinching myself just to be sure this isn’t just some kind of wonderful dream!”
In a nod to his roots, millionaire Sanders plans to bring a number of young Jewish people to one of his three homes and turn it into a kibbitz, “Which is like a kibbutz, only I just watch everyone else work and tell them what they’re doing wrong.”
Presumed Democratic presidential nominee, Joe Biden, could not be reached for comment because he’s farting in a bathtub and giggling about the bubbles.
UPDATE:
Although Bernie has “suspended” his campaign, he’s not taking his name off the ballot in upcoming primaries, and he’s not releasing the delegates he has nor the ones he might subsequently win. His goal is to head into the convention with enough clout that he can force Biden to adopt Sanders’ far-left policies.
According to the Wall Street Journal,”The only thing that would make (the Sanders camp) support Mr. Biden is his agreement to meet their demands, which include endorsing the Green New Deal, Medicare for All, a 50% reduction in prison populations, a wealth tax, cancellation of student debt, free undergraduate tuition in public institutions, abolishing the filibuster, packing the Supreme Court, federal gun licensing, and abortion subsidized by federal taxpayers.”
None of which should present much of a problem for Biden, who will happily (and unintelligibly) voice enthusiastic support for whatever nonsense is written on his cue cards.

Elizabeth Warren (D-MA) is calling for relaxed voting measures to be introduced ahead of the November elections, which includes dropping the current requirement for voters to present ID and replacing it with “a sworn statement of identity instead.”
On Tuesday, Warren formally joined other progressive Democrats in demanding mail-in voting for the presidential election.Warren, however, is taking it a step further by also pushing for a ban on cleaning voter rolls and urging officials to allow eligible individuals to vote “with a sworn statement of identity instead of a voter ID.”

Pardon our skepticism
In an interview today with Glenn Beck , Sen. Tom Cotton seemed certain that, in view of communist China’s terrible treachery in unleashing the Wuhan Virus on the world, the American people would in the future have a very different view of that country. He and Glenn seemed to predict that US companies would be far less inclined to have large parts of their businesses in the communist state. As President Trump has long advocated, they believe US firms will be bringing manufacturing operations back to America.
In our opinion, that remains to be seen. We would especially be looking at “global companies” like the cyber outfits & social webs , Google, Yahoo, FaceBook, Apple, etc.; also some auto companies.
And, one US ‘business’ we strongly suspect is too greedy to do anything of the sort…The National (why do they call it that?) Basketball Association (NBA)! dlh
I had intended to offer some ‘picks’ of my own for President Biden to consider. But I realized it would be hard to top those Friedman has suggested, he in all seriousness.
How do you top Al Gore for EPA administrator? Except as maybe Energy secretary instead.
But, of course, SCOTUS nominations are a fertile field: Maxine Waters, Adam Schitt, Alcee Hastings (he has judicial experience)…these could be made immediately, in line with the Democrats’ devotion to packing the Court; Secretary of Commerce would be an ideal post for Bernie.
Establishment of a new Cabinet position, Secretary of LGBTQ Affairs, would produce a number of worthy prospects but certainly Mayor Pete would bring his unique perspective to the job.
I don’t know Mr. Friedman’s choice for Education secretary, Laurene Paul Jobs (Steve’s widow?) but certainly Mensa candidate Sheila Jackson Lee would bring a new dimension to the concept of “education”.
Certainly a place in the Biden Cabinet should be found for Congressman Mike Quigly (D,IL), obviously the most comical figure on Schiff’s “intelligence” Committee, and living proof that, in America, a person can still be a lawyer and a member of Congress with an IQ even lower than Maxine Waters’. Currently, Quigley is most famous for this intellectual gem: “Hearsay can be much better evidence than direct…” (Hats off to Loyola Univ. Law School who gave this clown a law degree.)

Thomas Friedman was never a serious journalist.

Quite seriously, Thomas Friedman, in a sane Liberal world (an oxymoron), would be a disgrace.
Instead he is a best-selling author (The World Is Flat: A Brief History of the Twenty-First Century, 2005) and one of the Democratic Party’s favorite communist-admiring journalists. (Recall Mr. Friedman’s famous ‘endorsement’ of one country’s “superior form of governance”:
“…really our (United States) Congress is a forum for legalized bribery. You know, that’s really what, what it’s come down to. So I don’t—I, I—I’m worried about this, it’s why I have fantasized—don’t get me wrong—but that what if we could just be China for a day? I mean, just, just, just one day. Friedman’s best selling book, “The World Is Flat”, seemed to capture the imagination of even many moderate conservatives of the time (2005). I had several friends who shared many of my own conservative ideas who recommended the book to me. Many of them, unfortunately, had little notion of Friedman’s far left progressive leanings.
His book examined how developing countries and companies are affected by the flat world. Many of these countries, according to Friedman, had already started to create “favorable macroeconomic policies to attract foreign capital”. Friedman called it “reform wholesale.” But more countries need to engage in what he called “reform retail,” which” improves education, infrastructure, and government”. Among all these countries, China had, in his view, adapted the best to the flat world. Regarding companies, Friedman lists nine rules for businesses to follow to successfully take advantage of a flat world, including collaboration, small firms acting like large firms, and large firms acting like small ones. The most important rule is for firms to remember that they are bound only by their own imaginations. Friedman, above all, seemed to urge US companies to not think of themselves as “American” companies, but rather, “world entities. What America Needs Next: A Biden National Unity Cabinet
You have to read it to see how Goofy Friedman really is
In the last Democratic debate, Joe Biden declared that he would nominate a woman as his vice-presidential running mate. That felt right at the time. But times have changed. Biden needs to go much, much further: At the Democratic convention he needs to name not just his vice president, but his entire cabinet. And it needs to be a totally different kind of cabinet — a national unity cabinet — from Democrats on the Bernie Sanders left to Republicans on the Mitt Romney right. Why?
Because while most people are playing nice right now managing this virus, the wreckage, pain and anger it will leave behind will require megadoses of solidarity and healing from the top.
And even if we get to the other side of this crisis by January, there are going to be a set of wrenching debates around who got bailed out and who didn’t and around how much civil liberty we should sacrifice to track and quarantine Covid-19 carriers until there is a vaccine. If handled on a partisan basis, those issues will rip our country apart.
In short, if this isn’t the time to leave behind the hyperpartisanship that has made it nearly impossible for us to do anything big and hard for two decades, then when
Considering all the people who have come together in this crisis to tend to neighbors, contribute to hospitals, share scarce resources and learn from one another how to combat Covid-19, would it be asking too much for our political system to mirror the best in us rather than to continue to exacerbate the worst? Americans today deserve the government they need more than ever. It has literally become a matter of life and death.
Biden, because he doesn’t run anything right now, has had a hard time demonstrating leadership. The one giant contrast that he could draw with President Trump, though, is the approach he would take to governing.
Americans are not focused on this now — but they will be. And when they are, Biden needs to show that he isn’t running to be president of the 48 percent (or less), as Trump is; he’s not trying to suppress the vote, as Trump is; he’s not running to squeak by in the Electoral College, as Trump is. He needs to show he’s running to be a majority president, a unity president — but not just unity for unity’s sake, but unity of purpose based on a set of shared values for rebuilding America.
Biden should enlist people ready to embrace these values:
1) They have to believe in science — and not just around the coronavirus but around climate change, which is the next train coming at us.
2) If they were in power during this crisis, they have to have led their city, state or business in a way that took the science of this epidemic seriously from the start and cared for those under them.
3) They have to be open to taking extraordinary measures to help the poor, the unemployed and the bankrupted get back on their feet.
4) They have to believe that America thrives when there is a healthy balance between the public and private sectors, so anyone subscribing to the old idiot mantra of the G.O.P. thought policeman Grover Norquist — “my goal is to cut government in half in 25 years, to get it down to the size where we can drown it in the bathtub” — is not welcome.
5) They have to want to extend health care to every American, for starters by strengthening Obamacare and adding a public option.
With those criteria, Biden could name his team of rivals. (I proposed an earlier version of this when the race for the nomination looked deadlocked, but the world has completely changed since.) My recommendations:
